Landlord Sohaib Anwar has been fined more than £40,000 for cramming 14 people into a converted three bedroom house in Noel Road, Acton.
He converted the property into a nine-bedroom house and charged as much as up to £400 per month each in rent.
Investigators told him to return the property to a single-family home and remove one of the extra kitchens he had installed, but when he ignored their warnings he was taken to court.
Anwar was eventually fined £41,557.95 last week after he admitted to beaching planning permission regulations at Ealing Magistrates Court.
Council leader Julian Bell, said: “The council is committed to improving the quality of privately rented accommodation and to increasing the supply of rented property but we will come down very hard on bad landlords who break planning or environmental health rules and exploit their tenants.”
